集团管控顾名思义就是指集团内部的管理与控制,是集团母公司为有效管理和控制下属公司、生产经营单位,从而产生一种集团化的合力及相应资源配置效应的行为。集团管控的核心是母公司和下属公司(单位)对涉及双方的重大管理事项进行责权划分。在“重大管理事项”中,人力资源管理就是最主要的事项之一。因而,一般情况下集团管控模式也直接决定了集团公司人力资源管理模式。
